"mornings on 2" begins right now. good morning. welcome to "mornings on 2." i'm tori campbell. >> i'm dave clark. >> let's talk about your weather and traffic. steve is right over there. good morning. we have clear skies out there. decent little offshore breeze already. that means higher fire danger in january. higher fire danger. almost statewide, to be honest. gusts over 40. some of the higher elevations. not too bad at the surface. 25. oakland airport had a gust of 25. that equals a warm pattern. 70 in downtown oakland. 50 in oakland. sfo, 54. half moon bay already 55. 32 santa rosa. 38 fairfield. so no breeze, temperature takes a plunge. if you have a breeze, 40s, 50s. everything says sunshine and warm temperatures the only

today but tuesday. 60s to near 70. here's tara. all right. we actually have another accident that just happened. we'll get to that in just a minute. first, we'll show you a live look at the bay bridge toll plaza. you can see that traffic is picking up a little bit compared to probably around 6:15 when the lights went on. still busy as you make your way into san francisco this morning. up next, this is a look at 101. you can see that definitely we have some problems here. this popped up on the chp website. this is a separate accident from the one that's down here cesar chavez involving three weeks. i'm reading the entries right here. it says that they have three vehicles, an suv verses a toyota verses a truck and two sedans. it looks like four cars here altogether, definitely causing some delays. give yourself some extra time. all right and last but not least, 101 through san jose or actually, this is 680 at the sunol grade. traffic is actually looking pretty good in both directions.

7:02. back to the desk. >> thank you. breaking news. emergency crews are on the scene of a big water main break in marin county. this one's outside a building on camino and miller avenues in mill valley. witnesses say the water is rising. it's already flooded the parking lot and several cars. ktvu's brian flores is on the way there. brian will bring you a live report coming up later. the 49ers are back home in the bay area this morning getting ready for the big nfc championship game. >> 9ers! [ cheers ] >> our ktvu cameras were there when the team arrived back in santa clara around 9:00 last night. the 9ers arrived by charter buses after flying into san jose from charlotte, north carolina. and the 9ers' homecoming came after another exciting victory on the road. the 9ers are now heading to the nfc championship for the third season in a row.

>> kaepernick. for the touchdown! >> quarterback, colin kaepernick one for one touchdown, threw for another as the 9ers win it, 23-10, shutting them out in the second half. 9ers are looking ahead to sunday in their championship game showdown with the seattle seahawks. >> the good thing, it's not our first rodeo up there. we've all experienced it up there. we're excited about the opportunity. we split the season. this will be the match. what a better team to go against, than the seahawks for all of the marbles in the nfc. >> the afc championship game pits the broncos against the patriots in denver. 49er fans hoping to be at next week's game in seattle in person may face an uphill battle. alex savidge is joining us live to tell us how the seahawks are not making it easy. what's going on? >> reporter: well, you know,

seattle is already one of the toughest places for an opposing team to play and they are trying to shut out the 49er fans. they are selling tickets but will be limiting those tickets to fans in six states. as you imagine, california doesn't happen on on the list. if you want to buy a face value ticket to the game, your credit card billing address must be in washington, oregon, montana, idaho, alaska, hawaii, or anywhere in canada. the move is intended to give preference to seahawks fans and initially the team said they are excluding california fans to try to prevent ticket scalping. 9er fans who want to head up, have other options. >> stubhub, craigslist. or contact friends or friends of -- friends of friends.

49er fans showing off team spirit. 7:06. hamming today -- a second union of b.a.r.t. workers is expected to approve the new contract that finally settled the b.a.r.t. labor dispute. voting begins at 8:00. b.a.r.t.'s union workers had ratified the deal back in november but then the b.a.r.t. board rejected that contract after discovering a costly family leave provision had been mistakenly included. there was some negotiation. today's vote is by sciu members. state lawmakers will debate whether transit strikes thud be banned in california. 400,000 b.a.r.t. commuters were affected by strikes in july and october. republican leader bob huff has already introduced a bill banning the strikes comparing transit workers to police and firefighters who are banned from striking because they provide an essential service.

san francisco police investigating a weekend shooting that involved an off- duty police officer after a minor car crash on 280. the female police officer and the other driver pulled off the freeway near gerald avenue and bayshore boulevard. then they got into a fight. investigators say that's when that officer pulled out her gun and shot the other driver. the driver suffered minor injuries. that officer has been put on paid leave while the investigation goes on the names of the officer and other driver involved have not been released. state health officials say the number of people who have died from the flu keeps rising. the latest deaths were reported yesterday near bakersfield. that brings the state total to more than 30 deaths. here in the bay area, 11 people have died from the flu so far this season. the most concerning strain this year is the h1n1 virus. doctors say they don't believe the flu will match the 2009

pandemic which killed more than 600 californians. as the number of deaths related to the flu continues to rise, more people are rushing to get vaccinated. but a lot of bay area hospitals and pharmacies are reporting a temporarily shortage. this -- temporary shortage. this weekend, flu clinics were packed, some had lines out the door. many hospitals and businesses are hoping to get more of the flu shot vaccines today or sometime this week. foster farms has again shut down its chicken processing plant in central california. the agriculture department gave foster farms pesh mission to reopen in livingston, california. but yesterday, foster farms closed the plant again, saying it is improving safety procedures. foster farms says this voluntary shutdown may continue for several days. tyson foods is recalling 17 tons of chicken products. tyson says some of the chicken may be contaminated with

salmonella. the affected chicken wasn't sold in stores. this meat was delivered to institutions around the nation. the tyson products have been linked to a salmonella outbreak hat a tennessee correctional facility where 17 people became ill. another house fire in san jose. this horn morning -- this morning. we'll tell you why it's probably not connected to a dozen fires started by a suspected arsonist. new trouble potentially brewing for chris christie. this has nothing to do with bridgegate. we have a five-car crash on 101 in san francisco. we'll give you an update on it. here is a live look at the area. nothing but sunny and warm temperatures. how warm? we'll tell you -- coming up. ó@ó

today in israel, funeral services for former israeli prime minister, ariel sharon. ♪ >> ariel sharon was buried next to the grave of his wife at his ranch in southern israel. hundreds of world leaders were at the burial and also at a state memorial ceremony earlier in the day in jerusalem. now, vice president joe biden there is representing the united states. he spoke at the memorial ceremony saying he had known ariel sharon for 30 years. >> when a close-knit country like israel, a country that's been tested as much as israel loses a man like prim that dam dam prime minister sharon -- like prime minister sharon, it doesn't feel just like the loss of a leader. it feels like a death in the gael. >> sharon died saturday at the

age of 85 after being in a coma for eight years. today in vatican city, pope francis delivered his first state of the world address. he mostly talked about the middle east, calling for an end to the conflict in syria and for the first time publicly he sternly spoke out against abortion. the romeable catholic church has criticized the church in recent months for not forcefully addressing the issue in some of his past interviews. today, survivors of the costa concordia are marcking the second -- marking the second anniversary of the deadly grounding. the crew capsized after hitting a reef killing 32 people on board. the ship's captain is facing manslaughter charges accused of causing the shipwreck and abandoning ship before everyone was evacuated. this morning in the courtroom, survivors and judges marked the day with a moment of silence. in june, the wrecked ship is expected to be removed from the port. four years after a devastating earthquake in

haiti, haiti says it's making a comeback. the magnitude 7.0 quake hit followed by aftershocks. there was a memorial service held to mark the anniversary. today, 97% of the rubble left behind by the quake has been removed. now it's working to convince people that haiti is a good place to vacation. the haitian prime minister says the recovery efforts are being called haiti's open for business. the governor of new jersey is facing a new scandal. this has nothing to do with bridgegate. the federal government is investigating whether christie improperly used federal funds for superstorm andy to produce tourism ads. those ads featured christie and his family. his top aides are already used of targeting a local mayor in fort lee with with a scheme to tie up traffic as a punishment for not supporting the

governor's re-election. the faa wants to know why a southwest airlines jet landed at the wrong airport in missouri. the flight was supposed to go to branson, missouri but landed at a much smaller airport. passengers say it did not feel like a normal landing to them. >> a rough landing. we were moving close to the seats as we were landing because the runway i guess is too short for the plane. so then they came on and said we had landed at the wrong runway. >> the passengers were put on buses and driven to branson, no injuries were reported. but many people say they felt pretty shaken up. 7:16. the worldary airlines had one of the safest years on record in 2013. there were 29 airline accidents last year with a record low 265 deaths. that compares to 475 deaths from airline accidents in 2012,

also considered a safe year. both years represent a dramatic drop from the ten-year average of 720 airline deaths a year. that's out of 31 million commercial flights around the world every year. two u.s. senators say a federal rail safety agency wants to propose a rule about video camera os the trains -- cameras on the trains. senators say they've been told the federal railroad administration will start the process of establishing the rule sometime this year. it would cover cameras installed in train cabs to record the behavior of train operators and also outward- facing cameras to scan the tracks. those two senators have been urging for action after a deadly commuter train derailment in new york city. 7:17. this morning, general motors came away the big winner at the north american international

auto show. the 2014 corvette sting ray was named car of the year. a vehicle must be all new or substantially changed to win the title. writers honored the corvette for the higher quality interior and better performance than earlier models. the truck of the year is the silverado, also made by chevrolet. the awards kick off the auto show in detroit. >> that's a beautiful car. >> yes. speaking of cars, what happened in marin? >> 101 southbound at the richmond bridge turnoff, we have a large tree branch in the lane. it hit a car. it's sustained some damage. the chp is trying to remove that right now. we have accidents in the east bay. an accident in hayward on 238 to 185 and that one is a three- car crash. that's right there. and then also on 580 westbound through livermore another accident and you can see that the traffic is quite slug in.

101 in san francisco we had an earlier accident right where 80 meets 101 and it looks like it has been cleared. they decided to move the five- car crash to mission street. things have just started to pick up again. also had a previous accident seesar chaves. things are -- cesar chavez. things are looking up. we have sluggish traffic on the right side of your screen. give yourself extra time. let's head to steve. >> thank you, tara. >> you are welcome. good morning. clear skies. a little bit of an offshore breeze. that means temperatures will be warming up. no rain in sight. but what up north? everything so far, now we're six days away but it looks dry. there's a weak system coming in on saturday. sunday looks partly sunny, 47 to 50 at 3:30. let's hope so. we've had a very dry december. we a very dry year -- had a very dry year. we had a system on saturday.

not much. the forecast models have now backed off completely on that. so the next two weeks are looking dry. the next 16 days look dry. we'll see if that changes. but i don't think so. that's the way things are. we have clear skies for us. a few clouds up in northeast california. but because we get the offshore breeze we have higher fire danger. everything is in place for what looks to be a mild to warm week. we'll go 70 in downtown oakland. the oakland airport had gusts to 26. we're seeing a lot of 50s. 53 oakland. 54 sfo. half moon bay, 54. 32 in santa rosa and fairfield. 38. a little bit of rain up in seattle right now. but that's expected to weaken after about wednesday, thursday. the rest of the country is still dealing with all sorts of weather. we have -- nothing happening here. everything happening, great lakes to the deep south. 33, ukiah. cold there. 34, sacramento. see again, it's cold for some but not too bad for others.

7:23. whale sightings off california avenue coast are typically a rare phenomenon but not this year. in fact, there have been nearly 500 sightings since december, the largest spike in 30 years. experts say there are a number of reasons these whales are traveling closer to the coast, including ocean currents and warmer temperature. scientists say food is not a factor since whales don't eat during southbound or northbound migrations. it was a big night about money and mayhem at the golden globe awards. >> and the golden globe goes to -- "american hustle." [ cheers ] >> drew barrymore there. "american hustle" won for best motion picture comedy. is considered a front-runner for the academy award.

"brooklyn 99" won meeting out modern family. the big night did not go off without a hitch. look at this. a water pipe burst, damaged part of the red carpet at the beverly hilton hotel. it happened a couple of hours before the stars were due to arrive. there were reports of a sprinkler malfunction. we saw that they had to call the fire department and the red parts of the carpet were replaced. >> i'm not gonna lie to you. they put up the wrong stuff on the teleframmer -- teleprompter. >> jonah hill was not lying. they were announcing clips from their movie, "the wolf of wall

oakland airport an easterly breeze to 20 miles an hour. everything is going up and over. that hey lou us to have warm -- allows us to have warmer days. sunny and breezy, mainly the hills. 60s to very low 70s. here's tara. all right, thank you, steve. things are starting to shape up on the roadways. we had a couple of accidents in the east bay. things are starting to clear. this is a live look at the eastshore freeway. traffic on the left-hand side of your screen as it makes its way toward the macarthur maze. no delays. at the bay bridge toll plaza, very slow going into the city. definitely give yourself an extra 15, 20 minutes to get across the span. and finally, this is 280 in san jose, we've been seeing sluggish traffic on the right side of your screen and you make the drive northbound toward highway 17. back to the desk. >> thank you, tara. we're following breaking news in mill valley where a water main has broken. it happened just about an hour ago on camino alto and miller avenue.

brian flores is live at the scene and just spoke with the battalion chief. good morning, brian. >> reporter: good morning. there's about ten cars that were damaged from this water main break. as you are looking at eastbound camino. marin municipal water district and the fire department made quick work of clearing up the lanes. the lanes were closed for two hours after a report of a water main break. want to go to video of what it looked like. you can see see a lot of water. at least ten cars were damaged. we don't know where this water main break happened. but it may have centered around this senior living complex called the redwoods off camino alto and miller. apparently they were renovating sewer main lines at the apartment complex when somehow this water pipe burst and then caused damage and flooded the front lawn, water went on the street. here's the battalion chief to talk more about the damage this morning.

>> reports are about 18 inches of water standing in the roadway and starting to encroach onto the property. at this point, there's no personal property damage within the facility. >> the water district was able to shut off water again, about a half-hour ago. no residents were affected neither were any businesses as well. ten cars possibly damaged this morning. looks like some of these owners are looking at the damage. as we take it back out here live to see what happened on the floor boards. but the lanes are clear. camino alto and miller. it happened by tamal pius high school and mill valley high school. parents dropping off the kids were about to drop them but but the lanes are open now and that's a good sign for residents and parents as well. brian flores, ktvu channel 2 news. >> thank you, brian. people are volunteering to be lookouts in one san jose neighborhood to catch a serial

arsonist. janine de la vega is joining us live in san jose. you are talking to people who say they are determined to protect their homes. >> reporter: yeah, a lot of the people have had a difficult time sleeping. the fact that this arsonist is operating in the early-morning hours when people are most vulnerable because they are not up really has them on edge. so they are helping police. some people who live in this neighborhood in the downtown region near san antonio and 24th street have been staying awake for two-hour shifts to be on the lookout for man authorities believe is setting the fire. two fires are deemed suspicious. they are still investigating. numerous holes, businesses and a church -- homes, businesses and a church has been hit. fliers have been passed out. those who volunteered to be on watch have been told to stay in the house, keep their porch

light on and be on the lookout for him. >> this is my first night staking out. the reason i'm doing it. it felt personal to me. for some reason, whoever this guy is, you know, just wants to tear the neighborhood up. and there's not much to it. but it means a lot to me. >> reporter: many people in the neighborhood have security cameras and some have shared video us with that shows a person resembling the man wanted. it's been taken in the early- morning hours at the same time several fires have started. police want to find a tall and thin man in baggy clothing. described as being 6 feet, to 6'2" weighing 160 to 180 pound. a $10,000 reward is being offered for the arsonist's arrest and conviction. back out here live, i want to, again, go back to the sketch that police and fire officials have released. this is a person that they want to find who, again, has been

seen around these fires. earlier this morning, i spoke to a fire captain about his thoughts and you will hear from him coming up in the next hour of "mornings on 2." reporting live from san jose, janine de la vega, ktvu channel 2 news. 7:35. now we know the cause of an early-morning house fire in san jose. it was someone smoking in bed. this one started about 5:30 on peacock gap drive and crothers road. firefighters put it out quickly. no bun was hurt -- no one was hurt. investigators are still trying to figure out the cause of a deadly house fire. firefighters went back to the home on embarcadero road near greer road. the investigate into this fire on friday was delayed because the building was considered unstable. two bodies were found inside the home. the names of the victim haven't been released yet but neighbors say a man in his 50s lived there with a caretaker. a fire in walnut creek destroyed a carport and came

real close to a row of townhouses. the flames started about 7:00 last night in a carport on indian drive. firefighters say when they got there, it was completely engulfed in flames. some of the nearby residents may have chosen to spend the night elsewhere because the smoke damage was pretty bad. one vehicle parked inside the car port was destroyed. the cause of the fire, still not known. 7:37. today, a community traffic force is set to meet with for the first time in sonoma county to discuss the use of deadly force by police. the 21-member panel was put together after the fatal shooting of 13-year-old andy lopez was a sheriff's opportunity last october. the task force will be expected to meet once a week and come up with recommendations including procedures for reviewing officer-involved shootings. this morning the two men blamed for the shooting death

of an 8-year-old oakland girl in july are due in court. alicia karadin. he was at a friend's house last summer when someone knocked on the front door and started shooting. darnell williams and joseph carol were arrested. prosecutors say they were targeting the father of alicia's friend, antwan york. prosecutors say earlier that day york shot and killed a friends of williams and carol in berkeley. a national program credited with helping to bring hundreds of missing children home safely, it's being recognized today. this is national amber alert awareness day. when a child goes missing, the system notifies. the chp says the state system has been activated 218 times and it has helped in the recovery of 255 missing children since it started 12 years ago. the program is named for 9-year-

old amber hagerman. she was kidnapped in texas in 1996 and was later found murdered. problems with the bolts on the new bay bridge racking up some pretty big bills for caltrans. the san francisco chronicle says caltrans will spend $10 million in year just to keep an eye on those bolts. that number is expected to grow. the bolt problems first started in march when a third of the 96 rods used on the span of the babb cracked when they were tightened. caltrans says it still needs to fick out whether other bolts are defected and may possibly fail. city leaders in petaluma will meet tonight to discuss water conservation. the public works directly will explain the current status of water supplies and is expected to recommend a voluntary water saving plan. some efforts would include cutting back on outdoor water using, using a low hoe flow

head on showers and -- low flow head on showers and faucets. a group of people in northern california came together this weekend to pray for rain. nearly 100 people from a muslim community in folsom gathered to pray on a blue tarp along the east signed of the lake. members of the group say they had to come out to fulfill their obligation to ask for rain. >> we're not expecting -- eyes our faith god -- it's our faith god does how he wishes in his time. >> there was some drops. but they didn't do much to help out with the drought. significant rainfall is needed in the next four to six weeks to avoid a water emergency.

a committee may say today whether they support a plan to alter private bus use of muni bus stops. right now, a technology company can use the bus stops free of charge. however, a proposed new 18- month plan would charge the shuttle buses $1 per stop every day. the spokesperson for the commission on the environment says they like the idea of people riding public transportation but they are still debating whether this idea is the best one. san francisco voters may decide if an arena for the warriors can be built on the waterfront. signatures are being gathered to block the project. this would require voter approval for waterfront development that, seeds certain height projects, seeds certain height project -- exceeds

fans were packed in san francisco. many wore red and gold. some were still in their pajamas. they were there to enjoy what you might call a breakfast of champions. bay area bars are expected to be packed again for the championship game. well, 49er fans who want to be at sunday's game in seattle in person may face an uphill battle. ktvu's alex savidge joining us live now to tell us how the seahawks, alex, they are not making it easy. >> reporter: yeah, you know, dave the seahawks are gonna make it tough for any 49er fans who want to go and cheer on their team in seattle. the seahawks only selling tickets to fans in six states. and, as you can imagine, california didn't make the list. the seahawks will begin selling those face-value tickets later on today. but in order to buy a ticket to the nfc title game, your credit card billing address must be in one of the following states --

washington, oregon, montana, idaho, alaska, hawaii or you can live in canada. it's a move that's intended to give preference to seahawks' fans but it means that 49ers' fans who want to watch the game may be forced to spend big bucks buying tickets on the secondary market. >> that's ridiculous. why are they doing that? that's ridiculous. that doesn't make any sense. the 49ers are still gonna win. what's the point? [laughter] >> reporter: now, officially the seahawks say they are excluding california fans to prevent ticket scalping. the restrictions will force die- hard niner fans to shell out hundreds of dollars to watch the game. on stub hub, tickets cost anywhere from $400 on the low end all the way up to more than $120,000 on the high end. that's for seats that are near the end zone. but, of kow we know that -- of course, we are know the 49er fans will travel. no matter the price, you can bet a lot of them will make the trip up to seattle for the

november. then the b.a.r.t. board rejected that contract after discovering a costly family leave provision had been mistakenly included. today's vote. state lawmakers will debate whether transit strikes should be banned. 400,000 b.a.r.t. commuters were affected by strikes in july and october. bob huff has already intrope duesed a bill -- introduced a bill banning strikes. a new report says the san francisco fire department should change its promotional exam process. that's a recommendation of a new city audit that comes out today. last year, a jury awarded 15 current and retired firefighters $3.7 million in backpay and damages. that's after determining that the department's promegsal exam

discriminated against candidates based on their age. however, the chief has defended the exam and says the city is considering appealing the jury's verdict. san francisco police are investigating a weekend shooting that involved an off- duty police officer. it happened yesterday morning around midnight after a minor car crash on interstate 280. the unidentified female officer and other driver pulled off the freeway near gerald avenue and bayshore boulevard. the two then got into a fight. investigators say that's when the officer pulled out her gun and shot the other driver. the driver suffered minor injuries. the officer has been put on paid leave while the incident is being investigated. the names of the officer and the other driver have not been released. state health officials say the number of people who have died from the flu keeps rising. the latest deaths reported yesterday near bakersfield. now the state's total is more than 30 deaths. here in the bay area, 11 people have died from the flu so far

this season. the most concerning flu strain this year is the h1n1 virus. doctors don't believe the flu will match the 2009 pan demic which -- pandemic. as the number of deaths related to the flu keeps rising, more people are rushing out to get vaccinated. but a lot of bay area hospitals and pharmacies are reporting a temporary shortage. this weekend, flu clinics were packed. some had lines going out the door. many hospitals and businesses are hoping to get more flu shot vaccines either today or sometime this week. 8:10. foster farms has shut down its central valley chicken processing plant again. the u.s. department of agriculture gave permission to reopen the plant in livingston. but foster farms closed it down yesterday, saying it is ent doing to work on -- it is continuing to work on safety procedures. this shutdown is expected to last several days.

tyson foods is issuing another recall foe notice. some of its chicken may be contaminated by salmonella. the affected products were not sold in stores. they went to institutions across the country. the products have been linked to a salmonella outbreak at a tennessee correctional facility. at least seven people there were made sick. education officials vote this week on how school districts will be able to spend money intended for the state's neediest students the key issue is how much control local school boards and community groups will have over how the money is spent. almost $18 billion are expected to be allocated based on the number of students. the department of education is expected to take up the matter on thursday. praying for rain. the reason a group of people from northern california say they felt the need to get down on their hands and knees. and a bad month for the

concordia cruise ship disaster are marking the second anniversary of the ship's grounding off the coast of tuscany. 32 people died when it capsized after hitting a reef. the ship's captain faces manslaughter charge, accused of causing the shipwreck and abandoning ship before everyone was evacuated. this morning in the courtroom, there was a moment of silence. this coming june, the wrecked ship is expected to be removed from the port. four years after a devastating earthquake, haiti says it's making a comeback. the magnitude 7.0 earthquake hit haiti on january 12th. it was followed by at least 52 aftershocks. friday, a memorial service was held marking that solemn anniversary. the haitian government says 97% of the rubble left behind by the earthquake has been removed. now they are trying to convince people that haiti is still a good place to take a vacation at. the haitian prime minister says recovery efforts are being

called haiti is open for business. the governor of new jersey is facing a new scandal. this has nothing to do with bridgegate. the federal government is investigating whether governor christie improperly used federal funds for superstorm sandy to produce tourism ads and those ads featured christie and his family. christie's top eadz are accused of targeting a local -- aides are accused of targeting local candidates. the faa is investigating why a southwest airlines jet landed at the wrong airport in missouri. the flight left chicago. it was headed to the city of branson, missouri but it landed about seven miles away. the runway there is about half as long as the one at branson. passengers say the pilot seemed to stop the plane quickly. then the passengers heard the pilot on the public address system explain where they were.

cars. it happened on camino alot and miller avenue. brian flores got there on the scene. you are back now. what's the latest? >> reporter: the good news, at the street where this water main break affected several lanes here has reopened. as we mentioned, the water main break affected traffic but the lanes have reopened. the source came from the senior facility behind me. now, as we go to video, take a look at some of the damage we saw. the water got as high as 18 inches. according to the mill valley fire department, one of the first to arrive on the scene, somehow a pipe that affected a fire sprinkler system at the complex burst and that created a cascade of water that flooded part of the lawn. fire officials say don't know what caused it but they know that construction work was going on. also about ten cars may have

been damaged after the water reached the floor boards. we just spoke to the ceo of the redwood senior housing complex and we asked how old the lines may be. >> the building was built 40 years ago. that's one of the reasons we're in the process of replacing sanitation lines and other things. this is not one we planned on working on. but we will. >> reporter: the break happened a few blocks away from two high schools. fire frills say it -- officials say it got at high as 18 inches. screws remain here. but the lanes were reopened around 7:30 this morning. we're live in mill valley, brian flores, ktvu channel 2 news. >> all right. 8:33. residents in one san jose neighborhood that has been targeted by a serial arsonist, they are fighting back. they are setting up neighborhood watches to look out for the man setting the fires. janine de la vega live.

i know you talked to a fire captain. >> reporter: the fire captain tells me that maybe the arsonist has gotten the message because there's been no fires this morning, that people are looking for him. we received excluesive photographs. he lit an object on the porch of a house and soon after a fire erupts. some people who live in this downtown region near san antonio and 24th street have been staying awake for two-hour shifts to be on the lookout for the man authorities believe is setting the fires. the neighborhood has had 13 fires in the past five days. 11 have been confirmed to be arson. two have been suspicious and are being investigated. numerous homes, businesses and a church have been hit. over the weekend, fliers of the man wanted by police and fire officials were passed out.

those who have volunteered to be on watch were told to stay at home and call 911 if they see them. firefighters are encouraged by residents wants to help. >> it's certainly great to see the community involved. i'm sure their actions, they seem like they are securing their houses better. i noticed there's a lot of porch lights on, automatic lights. we passed out a lot of smoke detectors from station 8. >> reporter: many people in the neighborhood have security cameras and some have shared video with us that shows a person resembling the man wanted. the video has been taken in the early-morning hours. the same time several fires have been set. police want to find a tall and thin man in baggy clothing. he's described as being 6 feet tall to 6'2", weighing 160 to 180 pounds. at times, he's known to wear glasses that are large.

a $10,000 reward is being offered if this man is arrested. reporting live from san jose, janine de la vega, ktvu channel 2 news. 8:35. in mountain view an investigation is underway into an early-morning fire involving several vehicles. fire officials rushed to pedro's auto clinic around 3:30 this morning. three vehicles were engulfed in flames. firefighters quickly put out the fire. no one was inside the vehicles. investigators want to know the cause of a house fire on embarcadero road near greer road. the investigation into friday's fire was delayed because that house was considered unstable. two bodies were found inside. the names of the victims haven't been released yet but neighbors say a man in miss 50s lived there with a caretaker. a fire in walnut creek destroyed this carport and came

dangerously close to several townhouses. the flames started around 7:00 last night in the carport on sacklynn indian drive. firefighters say when they got there, it was completely engulfed in flames. some of the nearby residents spent the night elsewhere because of the smoke damage. one vehicle parked in the cash port was destroyed -- carport was destroyed. the cause of the fire is unknown. today a community task force is set to meet for the first time in sonoma county to discuss the use of deadly force by police. the 21-member panel was put together after the fatal shooting of 13-year-old andy lopez last october. the task force will be expected to meet once a week and come up with a recommendation. they include procedures for reviewing officer-involved shootings, suggests for community police and the separation of the coroner's job from the sheriff's department. problems with bolts on the bay bridge are racking up big bills for wrans.

according to the chronicle, caltrans will spend $10 million this year to keep an eye on the bolts. and that figure is expected to grow. the bolts problem began in march when a third of the 96 rods used on the new span of the bay bridge cracked when tightened. caltrans says it still need to assess whether other bolts on the bridge are defective and in danger of failing. officials in petaluma meet tonight about ways to save water. the public works director will explain the current status of water supplies and is expected to recommend a voluntary water saving plan. some would include cutting back on outdoor water usage using low flows on the showerheads and toy lets and also running -- toilets and also running dish washers and washing machines at full capacity. the city council is not expected to take any official action at the meeting tonight. a group of people in northern california came

muni bus stops free of charge. but a proposed new 18-month plan would charge the shuttle buses $1 per stop every day. the spokesperson for the commission on the environment says they like the idea of people riding public transportation but they are still debating if this idea is the best one. san francisco voters may decide if an arena can be built on the city's waterfront. the chronicle says critics. arena are collecting signatures aimed at blocking the project. the proposed measure would require voter approval for waterfront development that exceed certain height limits. treat major projects could be affected by this including plans for the warriors' arena and plans developed for the giants. a postcard program in san francisco is helping to change stereotypes of certain neighborhood. the project was created last spring. is asks people living in some of san francisco's toughest neighborhoods to fill out a

problems. right, pam? >> that's right. word that more shoppers and other retailers are reporting big security breaches, especially over the holidays as target tries to make sure people feel safe to shop at its stores again. target's ceo promises there will be big changes after last month's massive cyber attack. he says target is responsible for the problem and that customers will have zero liability for any charges. target has hired a team to investigate exactly how it happened. so far, the investigation revealed that malware was installed on card swipers. neiman marcus said it, too, was a victim of shoppers over the holiday shopping season. >> neiman marcus has different shoppers. apparently, theirs was breached as well. this seems to be a real systemic problem. >> neiman marcus has not disclosed how many customers were affected but did confirm that credit and debit card information was stolen.
